The Commission is committed to strengthening implementation and accelerating simplification of its actions. In line with the Political Guidelines, the Communication for A Simpler and Faster Europe outlines a new approach to make EU laws and policies easier to implement.
The aim is to improve implementation of our rules and policies and join forces with EU institutions, Member States and stakeholders.
The Commission will accelerate its work on better implementation, by fostering a change in regulatory and corporate culture towards a more effective implementation, contributing to strengthening and boosting European competitiveness.
The new approach also foresees regular dialogue with stakeholders to identify challenges and support needs via the implementation dialogues, taking place twice a year.
On 31 October 2025, in Brussels, Valdis Dombrovskis, the EU's Commissioner for Economy and Productivity; Implementation and Simplification, hosted the Implementation dialogue on the experience of stakeholders in applying for and accessing RRF funds.
The subject matter of the dialogue was the Recovery and Resilience Facility (RRF) to draw lessons and identify obstacles faced by stakeholders during the implementation of the RRF. Any insights gained will feed into the ex-post evaluation of the RRF, which may be relevant in the context of future EU funding instruments.
The main topic of discussion was the experience of stakeholders in applying for and accessing RRF funds.
During the dialogue, participants shared contributions on three guiding questions:
- How was your experience with accessing RRF funds? Were the access procedures sufficiently clear?
- Did you require external support to help you deal with the administrative or reporting requirements?
- How could access to RRF funds have been made easier? From your perspective, are there any other elements that could have worked better?
The invited stakeholders were selected from the following groups:
- Business representatives from industries that have applied for and accessed RRF funds.
- Associations/organisations representing citizens that have benefited from RRF funds.
- Representatives of regions and municipalities that have received RRF funds, as well as national associations representing local governments.
