The Commission makes this dataset available for research purposes, notably for use in macroeconomic modelling.
The dataset categorises all investment and reform measures under the RRF by industry, following Eurostat’s NACE classification. It covers RRF measures and sub-measures included in the Recovery and Resilience Plans of all EU Member States, together with their corresponding NACE classifications and information on the estimated (ex-ante) costs of measures and sub-measures.
The sectoral database was first published on 11 July 2025. An updated version was made available on 26 January 2026. Compared to the initial release, it incorporates revisions to the Council Implementing Decisions for a number of Member States and introduces amendments to the NACE classification of certain measures.
