Which fiscal policy instruments are most effective at reducing income equality?

On average, tax and benefit systems in the EU reduce income inequality by about a third. The graph below, drawn from the Public Finance Report 2017, highlights the relative effectiveness of income inequality reducing fiscal instruments.
