
The Recovery and Resilience Facility (RRF) is the EU’s €650 billion post-COVID instrument and supports reforms and investments across different policy areas. As the last year of the RRF implementation has started, the aim of the conference was to take stock of its impact so far. The conference invited the academic and research community to join practitioners from public administrations and international organisations to discuss the research and preliminary evidence available.

The Research Conference: Understanding the impact of the Recovery and Resilience Facility brought together the academic and research community and policy practitioners from public administrations and international organisations to discuss the research and preliminary evidence available on the RRF.
In the opening session, Maarten Verwey, Director General of DG ECFIN and Valdis Dombrovskis, Commissioner for Economy and Productivity; Implementation and Simplification, recalled the uncertain context in which the RRF was created and highlighted the long-lasting effects that it can have on the EU economy.
The high-level policy panel, featuring Celine Gauer, Director-General for the Reform and Investment Task Force, European Commission, and representatives from international and national institutions, discussed the multiple economic impacts of the RRF, focusing on both reforms and investments. It also highlighted the role of the RRF in stabilising financial markets at the height of the pandemic, contributing to preventing a deep economic crisis in the EU.
At the conference, the Commission presented its ongoing work to assess the impact of the RRF. Three research sessions featured presentations of academic research selected through a call for papers and focused on the macroeconomic impacts of the RRF, governance implications, and effects on employment and renewable energy.
Throughout the event, including in the closing remarks of Raffaele Fitto, EVP for Cohesion and Reforms, speakers discussed the lessons learnt from the RRF and the importance of research for public policy.
On 28 January 2026, a technical session took place and discussed some papers submitted through the call for papers.
