Description

This paper presents the main features of the Loan Facility, the loans component in Greece’s Recovery and Resilience Plan (RRP), and a first assessment of its economic impact using the European Commission’s QUEST model.

Highlights

  • The Loan Facility under Greece’s RRP is the largest measure across all EU RRPs in terms of percentage of national GDP and aims to facilitate private investment, including through the provision of loans to companies with the participation of financial institutions.
  • We find that the terms of the Loan Facility are more favourable compared to market conditions. 
  • Simulations suggest a sizable positive impact: private investment may increase significantly and the cumulative impact on GDP between 2022 and 2030 is estimated to reach 5.3% compared to a no-Loan-Facility scenario.
