This paper explores the recent improvements to spending reviews, focusing on projects supported through different EU initiatives.


  • EU policy initiatives have supported Member States with introducing or improving spending reviews.
  • These initiatives provided expertise and funds to develop the capacity for more comprehensive reviews.
  • New spending review projects are often bigger in scope, better institutionalised and linked stronger to national budgets.
